Since the birth of nuclear weapons, the appeals of a"Nuclear-free World"have been fluxing and refluxing. A"Nuclear-free World"accords with the liberal-institutionalism in international relations theory, with the security needs of most nation states in interests, with justice in morality. Although the way to a"Nuclear-free World"will be tedious and long, it is feasible to take a progressive way by effectively controlling nuclear non-proliferation and nuclear disarmament to step towards to the final destination.Since the world entered the nuclear era, there have been four tides of eliminating nuclear weapons and establishing a"Nuclear-free World". These tides were fruitful as they gave birth to a series of international treaties and international originations of non-proliferation and nuclear disarmament, which ensure the feasibility of a"Nuclear-free World"by regulating the strategy choice and related actions of national states from the points of international law and international regime. However, the objective factors, such as scientific and technological progress, globalization, and inquiries of peacefully using nuclear energy, and the subjective factors, mainly the negligence of duties by nuclear powers esp. the United States who shoulders the main responsibilities, have set obstacles for the realization of a"Nuclear-free World".Unlike his predecessors, the new US president Obama has taken a positively supportive attitude towards the latest tide of"Nuclear-free World"for the reason of internal and external incentives. So far, Obama administration has taken concrete actions, such as releasing the new"Nuclear Posture Review"to eliminate the role of nuclear weapon in national strategy, signing STARTII with Russia to move on in the direction of nuclear disarmament, hosting the international nuclear security summit to promote anti-nuclear terrorism, strengthening and improving the existing international nuclear non-proliferation and nuclear disarmament regime, etc. These actions have won favorable climatic, geographical and human conditions for the establishment of a"Nuclear-free World".
