With the action of hunting for water on the moon by the United States in Oct. 2009, and China's plan to launch its second lunar probe, Chang'e-II in Oct. 2010, human beings extend their exploitation of natural resources to the faraway outer space . The exploitation of natural resources of the Moon and other celestial bodies represents one of the most fascinating developments in the fields of space law and space related activities. The exploitation and use of extraterrestrial natural resources can not only improve the conditions of people on Earth but can also enable the realization of projects such as those envisaging a permanent human presence on the surface of the Moon and other celestial bodies.The exploitation of lunar and other celestial bodies'resources requires an appropriate legal framework for it to develop in an orderly and peaceful manner, but the current legal regime regulating activities in outer space lacks the required specific rules to govern the exploitation and use of natural resources of the Moon and other celestial bodies. This article tries to fill this gap by proposing a legal regime aimed at regulating the exploitation and use of extraterrestrial natural resources through the analysis on the current legal regime and the reality . This article also poses some specific measures to help resolving the problems will suffered in the exploitation and use of natural resources in the outer space, such as the establishment of the International Space Administration and other organizations .As we all know , it's not easy to establish such a regime in a short time . How to balance the profits between the developed countries and the developing countries is the key question, only when the regime makes the balance between them , all the human beings can enjoy the real common profits .
