After World War II, especially after the Cold War, public diplomacy got rapid development with the change of people's concepts, the development of information technology and the rising of civil society. Public diplomacy is used to enhance its visibility, reputation and recognition by the central government or empowered local governments and other social sectors with media, public relations and other means. As a new diplomatic form, it is conducive to create a favorable public opinion environment, expand the content of nation and help resolve the problem of "clash of civilizations." In theory, international relations, public diplomacy combines different ideas of different schools in the circle of international relations, reflecting the trend of the growing integration of international relations theory.Since Blair's Labor government coming to power, the British public diplomacy is in the ascendant. It is the initial planning and systematic time of the British public diplomacy from 1997 to 2003. From 2004 to 2009, the British public diplomacy was on track, and ushered in rapid development. The specific content of the British public diplomacy includes three interrelated parts, namely cultural diplomacy, media diplomacy and international public relations. Such as cultural diplomacy rely mainly on English language, overseas study services, and educational cooperation; the most outstanding performance for media diplomacy is the British Broadcasting Corporation (BBC); and international public relations use the "creative industries" to display perfectly the national image. British public diplomacy has taken a relatively flexible dispersion management system, to link the government, industries, and other agencies organically. Although there are some limitations and shortcomings, British public diplomacy have a lot of advantages and will enjoy a bright future.
