The Local Responsible Government In China Under Market Economy Conditions, Construction Problems And Countermeasures

The construction of responsible government has been a hot topic all over the world now. In China,with the development of market economy;, more responsibilities are taken by local government, and the mass pay more attention on the responsibility lacking of local government. The construction of local responsible government is not only the target and direction of our local government administration reform, but also the development tendency of our democracy politics. The report of the 17th conference has advanced to form administration Management system like this: the responsible is match with the power, division of function is reasonable, the decision is scientific, the execution is smooth and the supervise is powerful. We should be perfect the system of government'function and responsibility. This paper first makes up the definition of local responsible government, and then analyses the behavior, reasons and consequence because of lack of responsibility, at last try to advance a series of measurement for the construction of responsible government based on the research of other scholars.The main contents of this paper are as follows:Chapter one is introduction. It's gives an outline of the outcome, current status and the main theoretical meaning.Chapter two is a sketch of local responsible government. First, it defines the responsible government and the local responsible government. Then it's divides the responsibility of central government and local government. At last it's analyses the features, the responsibility main body and responsibility acceptor and the types of local government.In Chapter three, it's analyses problems reasons and consequences in the construction of local responsible government. It thinks that the biggest problem is the lack of responsibility. In the paper, there are four reasons why local government lacks of responsibility. First, it's because of the lack of responsibility consciousness in our traditional political culture. Second, it's because of the selfish of local government and the dissimilation of the administration power. Then, in our country's, the duty of local government is disordered, the responsibility main body is not definite. At last, responsibility systems should be perfected.Chapter four is about how to construct the local responsible government. It's the main body of the thesis. There are four main aspects including administration ideas construction, social foundation construction, duties construction and system construction. First, the local government should transform their administration ideas. In society foundation construction, local government should to cutivate citizen consciousness and create chances for the mass to participate in the politics. In duties construction, local government should transfer their functions. The system construction is the most important aspect in the construction of local responsible government. We must control the responsibility of the local government. First, we should to strengthen the supervision system. It's made the local government can't be to neglect their duty. And then we should to establish scientific performance evaluation system to lead and encourage the administration behavior of local government. It's made the local government don't willing to neglect their duty. At last, it's made the local government not dare to neglect their duty through the official accountability system. Only with the construction of responsibility control systems, the local government can be to perform their responsibility.Chapter five is the summary about the research.
