The writer expatiates it after explanation of the conception. First, the main body of investment is single and specific. Second, its appearance and development are both particular; Wholly state-owned company is an especial form of company during the process of establishment of socialistic market economy. Third, wholly state-owned company is important to civil economy. At last, its structure is different from other companies and never accomplishes in an action.The second part discourses upon the particularity of supervision and administration to wholly state-owned company. The thesis analyses existent question about wholly state-owned company and the method of supervision and administration which have been adopted. On account of their disadvantage, these methods can't resolve the difficulty. Then the perfect method is put forward, which is described by the target and the guidelines.The third part is about the inscape and operation of supervision and administration of assets of wholly state-owned company in terms of the mode of fund, which is based on the theory of fund and relationship of investment trust. This thesis innovates in imitating the operational mechanism of fund, integrating supervision and administration both in advance and afterwards, which is an indirect method for the supervision and administration of wholly state-owned company.
