People always keep more attention on the Sino-U.S. Relations, especially, when the US became the world power after the World WarⅡ,and China had grown from a impoverished and enfeebled country to the third largest economic power at present, the relationship between these two giant states have become the focus around the world. Therefore, the Sino-U.S. Relations, which connected to the stability and the development of the world, plays more and more important role in the field of the contemporary international relations. With high-speeded development of China's economy and the rapidly improving comprehensive strength, China becomes a big light spot that attracts the U.S. attention and accounts for higher proportion in America's strategy. The U.S. present anxiety and unsettlement at"China's rise", and"China threat theory", which had made many Americans treat China like an adversary of the U.S., has emerged since the 1990s.However,after the"9·11"incident, the U.S. began to transfer its strategy to China. In the rest years of George W Bush Administration, there were more and more communications and dialogues between the U.S. and China, and they also made a lot of agreements in security aspect, such as the anti- terrorism cooperation, the success of six-party talks, military exchanges, as well as the change of the U.S.-Taiwan relations. Although there have been exiting confrontation and disputes, they have not resorted to military confliction, instead of negotiations and bilateral talks to solve problems. Such kind of relationship, which can be described as stable and sound progress, let people see the twilight of cooperation among great powers.Nowadays, most of the countries are all connected each other that any single one cannot be separated with the outside world. Interdependence could be most appropriate that describe the relations among states. Both of the transformation of Bush's China policy after the"9·11"and the development of Sino-U.S. relations stimulate my interest to ask that what makes the bilateral relations a great progress in the primary years of the new century, exceeding any period in history of Sino-U.S. exchange? To answer this question, I would like to combine interdependence theory and security cases between the two countries to analyze Sino-U.S. relations, and then try to give an explanation that interdependence boost the transformation of the American policy towards China. This paper includes a preface and three major components.Preface introduces the main points of the theory and research methods of the statement. The first part will via the analysis of theory and cases to prove that the security relationship between the U.S. and China is interdependent. The second part will outline the changing process of Bush's China policy and explain the reasons. The last part will discuss the complexity and difficulty in communications of the two countries, and then give some advices to expand common ground for future cooperation.
