In the eight years of Cardoso administration, Brazil had been implemented Neo-liberalism policy vigorously. Although in foreign policy area, a pluralism strategy was established, due to the heavy dependent on foreign market, Brazil put more emphasized on the relation with developed states and areas, such as the United States and European Union. Contrary to that, South America integration and the relation with developing states were much neglected. Since Lula da Silva took office, he began to readjust Brazil's foreign policy. He made clear his ultimate objective is to make Brazil become important in a multi-polar world through participating in international affairs actively.There are several changes we can draw from the foreign policy of Lula administration. Fist, it put South America as priority among priority, made strenuous attempts to promote regional integration. Second, it pays much more attention on developing states, especially Africa area. Third, Lula urges reform of UNSC, IMF through organizing ISBA, G20 and BIRC. Last, its relation with U.S appears to be both ambivalent and cooperative. To be better understanding Lula's foreign policy, we need a deep inside look on how it forms and implements.
