National Grassroots Democracy In The Context Of Pacts

Village Convenance, as a kind of public community rules exists in our acient times. It originates from the rural society, according with the actual local society life, regulating the people's behaviors in a soft way, adjusting the local social life orders rationally, and what's more, it's a vital means of rural society integration. However, Village Convenance, as a self-restraint, self-management, self education, and self-discipline codes of conduct and the national institutional arrangements for all the villagers' public participation, has become an important carrier of the villagers' autonomy contemporarily, accompanying with the new rural construction and the practice of grassroots democracy system. In the process of modernization, Village Convenance, is no longer merely the logic representing of villagers'daily lives, but an important social integration mechanism of the rural development playing a unique role, combined with local and modernity harmoniously.This article selects Baojing village of QianDongNan district as the fieldwork site, using the empirical research method, to find out the fuction of Village Convenance in the course of new rural construction through fieldwork. This paper tightly buttons up the Village Convenance, to describe meticulously the existing situation in minority region, analyzing the formation, growth and operation mechanism through a specific example analysis method. And based on the function analysis of modern Village Convenance, to discuss the issue that how to strength its funtion under the background of the new rural construction. Based on the whole sight of formation, operation mechanism practice and the comparative analysis of traditional and modern Village Convenance, we find that Village Convenance, as a constantly village autonomy rule, is proposing to a rational and authority of the institutionalization form, which plays an active role in promoting to strength authority legitimacy of the village organization.However, due to inconsistence between the national system arrangment and local social demand, there're still prolems existing of the modern Village Convenance in the actual operation during the rural society building and development, including the problems of itself and the impection of the new rural construction system and so on. To guarantee the implementation of the modern Village Convenance, all aspects should be considered to strenghten the new rural construction.Besides the introduction part, this paper is divided into four parts, the first part describes the thoery of Democracy at lower levels of governments and the regulations of villages; and then the second part will present the practice of Village Convenance in Dong minority village, and introduces the basic situation of the respondents village, with detailed description of the form of existent rules in this village, analyzing its growth and operation mechanism; the third part is proposing to standard analysis of modern Village Convenance, that's the function should-be given in the democratic construction of new rural society, and the causes of its function changes; and in the fourth part, the thesis focuses on empirical analysis of modern Village Convenance's function, combined with the actual implementing situation, analyzing the reasons and the optimal development way; the fifth part means to propose to a brief overview and further thinking of its function, value and development trend in the construction of new rural society.
