The government of Hong Kong carries out a series of education reform in 2000 and teacher education is one of the important content of the reform. After the returning of Hong Kong, it has been the hot topic we discuss that whether English teaching is good or mother-tongue teaching is good in primary and secondary school. English holds a special place in Hong Kong society and makes great contribution for economic prosperity. Therefore, based on previous studies, I make systematic comment and analysis to the pre-service training of English teachers in primary and secondary school of Hong Kong. In the meanwhile, I give the further details of pre-service training of English teachers using the case form. Compared with the mainland pre-service training of English teachers, I offer several referenced experiences in order to make the mainland pre-service English teacher training more comprehensive, high educative and international.For the purpose of providing valuable information and reference for mainland pre-service training of English teachers'reform, the paper is divided into five parts: The first part is the introduction. The paper raises the question, explains several basic concepts, summarizes important problems, and points out the thinking and method used. Secondly, it gives the social and educational background of primary and secondary English teacher education reform in Hong Kong. It also includes the development and issues of pre-service training of English teachers in primary and secondary school. Thirdly, it analyzes the new model of this pre-service English teacher training, including teaching philosophy, training objectives, key programs, collaborative training institutions, the language proficiency assessment. The fourth part concretely elaborates pre-service training of English teachers in primary and secondary school of Hong Kong using specific cases. Finally, it gives some inspirations, compared pre-service English teachers training of Hong Kong and combined with our inadequacies.
