An Empirical Study On Talent Policy In Kunshan City Under The Background Of Talent Economy

According to the world’s leading financial magazine "Forbes", Kunshan ranked first of the Chinese county-level cities for four consecutive years. Besides, among the Top Eight key indicators, Kunshan ranked first and second of talent index and innovation index. Meanwhile, in the domestic list, Kunshan ranked top hundred small and medium cities scientific development for seven consecutive years. Leader of Kunshan Municipal Committee has participated in the national talent work conference and Provincial talent conference to promote experience as a representative. Every year, government staff from many other city have come to Kunshan for experience in talents working area.This paper analyzes the necessity of implementing talents policy in the background of talent economy, and compares the differences of the policies between Kunshan and other cities in and out of the province, with two examples:Dongguan in Guangdong province and Wujiang also in Suzhou district. This paper analyzes talent attraction and technological innovation of Kunshan with a great amount of data in different aspects.After five years’development, Kunshan has accumulated a wealth of talent working experience. Kunshan has formed the scientific development talents attracting and service policy system.
