Research On The Design Of Public Sports Venues In China

For a long time, governments at all levels attach great importance to investment in public sports venues, continuously strengthen the venue construction, improve the ability of the various work of the sports venues management. In order to achieve a big sports stadiums can meet social needs, such as can through after the marketization operation again, raise funds for output ratio, reduce the government’s fiscal subsidies, even driving regional economic development goals, the government issued a series of regulatory policies and documents, requirement of system reform and system innovation. As countries would rise as the national strategy, the national fitness sports industry as a sunrise industry to support and nurture, public sports venues will usher in a new development opportunities, the system design of the public sports venues become an important issue to be solved.In order to better promote the sustainable and healthy development of the public sports venues in China, to speed up the perfect system of the public sports venues, this study uses the data analysis, expert investigation method, logic analysis and case analysis to our country, rearranged and optimization design system of the public sports venues. On the basis of summarizing the predecessors’ research, the system combed the system of the public sports venues during the different period of our country’s situation, a comprehensive grasp of public sports venues system present situation and the existing difficulties, puts forward the basic ideas of the system design of the public sports venues, from property rights, planning and construction, investment and financing, management and performance evaluation of five aspects of system design and exploration of the public sports venues, and puts forward the measures of the security system operation, from the perspective of system design for our country in the new era of reform and development of the public sports venues provide certain reference for reference.This study argues that public sports facility system design in new institutional economics as the main theoretical basis, to build scientific and standardized, effective public sports venues operation system as the goal. Insufficient total system present situation of the public sports venues, unreasonable structure, content is not applicable, implementation mechanism, system update slow, etc, the basic content of system design including the system of clear property rights system, reasonable planning and construction, flexible investment and financing system, scientific and efficient management system and perfect performance evaluation system. To push for security system, put forward to strengthen the consciousness of the rule of law, to speed up the pace of legislation, widely promote successful experience learning, improve the decision-making process, build unobstructed channels of information, and system design of pilot work, gradually to the national promotion.
