A Study On The Effect Of Public Service Spillover In Yunnan Border Ethnic Areas

Education supply of public service as an important content of public service supply, is the border region an important part of public service supply system, since the eighteenth big education increasingly brought to the attention of the countries, the border region education public service as establishing the image of our country education an important part of education, maintaining border security as well as important, this article focuses on Yunnan border areas(mainly in Yunnan Hekou county), the current situation of education in the border area public service supply and supply of spillover effects produced by overseas residents for related research. Spillover effects analysis of the education of public service supply are weakening the causes and influencing factors, and aiming at the existing problem of the border education public service supply put forward relevant Suggestions and opinions.This paper mainly divided into five chapters. The first chapter is introduction, mainly elaborated selected topic background and significance, domestic and foreign literature review and research methods; the second chapter mainly discusses the relevant concept definition and theoretical basis. This chapter mainly on defining the concept and meaning which about public services, the education of public services and the spillover effects of educational public services. And elaborated in this paper, we study the theoretical basis of; The third chapter mainly from the three aspects to analysis the importance and the present situation of educational public services’ supplement and educational public service spillover effects in Yunnan ethnic minority areas; According to the third chapter, The fourth chapter based on the present situation of educational public service supply’s spillover effects in recent years, and analysis the phenomenon and the reason of educational public service is weakening. And from three aspects which is the investment, policies and culture to analyze the reason of the spillover effect weakened; the fifth chapter put forward constructive suggestions aimed at the problems which the fourth chapter referred to.Through practical investigation and research, this paper draw the following conclusions:(1) The border education lack of financial support, there are not economic security to support the educational public services supplement, government should increase the education investment;(2) The ethnic areas educational public service system construction lack of preferential policy support, the state should enact corresponding preferential policies to support the development of education undertakings in border areas;(3) Cross-border residents should step up international school construction, vigorously promote education in our country, to establish a good image in the world.
