It hits very warm discussions in different sectors of the society that charging tuition of postgraduate students in the recruit plan, abandoning the public expense institution. Previously, all researches of charging postgraduates tuition was just conducted theoretically, and there was no any policy was actually executed. In the case of charging tuition from postgraduate, in addition, based on the relevant investigation from two universities in Kunming. This essay will be divided two sessions to analyze educational decision of student from the point of view of rational and perceptual aspects. The essay suggests that:(1) the net present value (NPV) for undergraduate students is RMB174,63 in postgraduate educational decision, which means a postgraduate could get surplus of RMB 174,63 by subtracting the sum of three years’tuition from the lifetime earnings; (2) the rate of return on investment in postgraduate education is 30.39%. In general, the profit in education is much higher than investment, especially in higher education; (3)on one hand, according to the external environment, many factors are all promoting students to invest in education and obtain a higher level of education. Such as the political (Policy) environment, the economic (employment) environment, the social environment and the family environment; (4) on the other hand, from the point of view of the internal environment, the implementation of graduate education tuition policy inhibited the educational needs of individual students, influencing the decisions students and parents made. Both parents and students become more rational.
