With China’s graduate education going into the period of connotative development,the diverse social needs for talents require high quality of college students. Especially over the years, the market demands high-level and highly educated professionals quickly,so more and more people pay attention to the education of the graduate students of profession and practicality. However, since 2009, because our country starts the large scale extension of enrollment on full-time professional degree graduate, and this highlights the quality of education on a daily basis. Studying the educational quality guarantee system for full-time professional degree graduate is good to improve the education quality and promote the development of professional degree graduate. Thus, in the context of the discussion, we write this passage.This paper discusses the problem, analyses the problem and gives the solution of the problem. First, we introduce the definition of the graduate education quality, full-time professional degree graduate and the educational quality guarantee system for graduate,and then we try to give the definition by ourselves. We base on the following theoretical principles: Stakeholders Theory, Total Quality Management and System science theory. In this paper, we specially introduce the characteristics and properties of the full-time professional degree graduate education. Second, based on the empirical research of four universities in Shandong Province(Qingdao University, Ocean University of China,China University of Petroleum(East China), The science and technology university of Qingdao), from seven aspects such as information of students, tutors, curriculum, we analyze the full-time professional degree graduate present situation in Shandong Province.And we sort the seven factors. Third, we analyze the problems and reasons of the five aspects, such as the teachers’ team, the professional practice, curriculum, the high quality students and the condition quality. Fourth, according to the five principles, we establish an educational quality guarantee system for full-time professional degree graduate, which has internal and external guarantee system, and we put forward implementation strategies.The internal guarantee system is divided into input security, process security and output security; external guarantee system(supervision security) is divided into government,special appraisal agencies and multiple participation in society.
