| In the new period, our party and government are attaching great importance to youth sports, which is the hope of enhancing adolescent health, and also the future of promoting the development of national sports. As an important carrier and youth sports ground of youth sports, youth sports club have made positive contributions to the youth health and the level of youth sports public service. However, youth sports club is facing with the problem of low creativities because of the bondage of mechanism system. Chinese communist party 18 th conference report put forward "to strengthen social management and innovation, to improve the way of the government to provide public service". So it is necessary to provide youth sports service by the way of government purchase of youth sports club services, so that achieve the sustainable development of the club. Thus, it is a problem of how to carry out institutional innovation, and how to carry out the reasonable system design in the specific work of government purchasing of youth sports club services.In order to promote our government purchase youth sports club services orderly development, and improve the government purchase of youth sports club services institutional system, this paper uses literature, logic analysis, expert investigation method and expert interview method to design system of government purchasing youth sports club service system arrangement. In the basis of analyzes the systematic government purchase the youth sports club service system in China, comprehensive grasp of present institutional dilemma of government purchasing youth sports club services: defective Laws and regulations, not standardization purchase procedure, the undefined responsibility, imperfect information disclosure, defective supervision and management mechanism, the difficult performance evaluation.In view of the above problem, this study on the theoretical basis of the new public management theory, the concept of service-oriented government, the mechanism design idea, the new institutional economics institutional change theory, in view of building a scientific and standardized system of government purchase youth sports club service system, put forward the basic train of thought of government purchase youth sports club service system design, and proposed the government purchase youth sports club service system should be designed by six aspects: laws and regulations, responsibility, procedures, information disclosure mechanism, the supervision system, performance evaluation system. Meanwhile, this study also put forward some measures to safeguard system is introduced: perfecting the system of laws and regulations, increase financial support, strengthening the youth sports club talent team construction, improve the ability of youth sports club internal governance, regulating the supervision and management measures. |
