After 1980s' medium-term U.S.A enacted the policy that created PDS (Professional Development Schools) and promoted the development of teacher profession (Abbreviating the PDS policy) .The demand of American education reform and the historical background of teacher education reform promoted the teacher professionalizing movement that centralize the teacher professional development in 1980s' medium-term of the U.S.A. In this movement, the making policy department of America selected the PDS that is the connecting structure between the university teacher education reform and the education reform of primary and middle school as the path of teacher professional development.Many policy-making departments support, encourage, normalize and direct the development of PDS by the continually making policy. The policy of PDS stipulates the concrete content for the purpose of constructing PDS with promoting the development of teacher profession, for the place within the elementary and middle school, for the way by university cooperating construction with the elementary and middle school and for operation with target of study and inquiry.U.S.A has conducted the PDS policy for more than 10 years. Many policy-making departments and scholars have researched effectiveness caused by PDS. Those researches and reports on the reflecting concrete implementation as well as cases all demonstrated that the PDS policy has promoted the professional development of the pre-service teacher, in-service teacher and university teacher. While teachers gain the professional development, the PDS policy simultaneously push forward the development of university and elementary school and middle school.The PDS policy has effectively promoted the integration and life-long of teacher professional development, conjointed between the university and elementary school and middle school. The PDS policy has given a new nature and function to the elementary and middle school in promoting teacher professional development and pushed forward attempt of " actively exploring the path of realizing teacher professional development" and then pushed forward the American education reform. Our government should learn the experience of American PDS and make the relative policy for supporting, encouraging, normalizing and directing the corresponding teacher professional development way.
