The form of education is changing greatly in the era of information. There is a great influence on everybody in this field by the wave of educational informatization. Teachers must face the new situation initiatively, be adaptive to the changes and enhance themselves. This article firstly proposes and analyzes the concept of Teachers' Professional Competency (TPC) in ICT-supported Instruction, and then elaborates the standards applied and recommended by UNESCO through comparing with several related standards and indicators set up in China and some foreign countries.Based on the standards, we build a prototypical system for assessing the profile of TPC under the guidance of the Developmental Assessment Theory. We introduce a new concept of Profiling Assessment and develop a demonstrative prototype of Teachers' Professional Competency Profile Assessment System(TPCPAS). As soon as a personal profile is created, we could make an individual roadmap of professional development making use of strategy base and resource base. Finally, this article discusses the relationships between TPC profile assessment and the teachers' professional development practices through action learning.
