In Chinese society, social network plays an important role in status attainment. There has been a lot of research on the role of social network in social mobility. However, most of these studies focus on groups out of the system, such as migrant workers, laid off workers and private enterprisers, while little have been done on groups inside the system. Based on a survey data from the students of Fujian Provincial Party School, this paper describes the distribution of social resources among cadres and explores the functions of social capital in the promotion of cadres. The research finds that: 1.Cadres have higher reach of accessed occupations, more extensive social network and richer social capital than other social groups. 2.Parents'statuses are more important than education in accumulating one's social capital. 3.Fmily background and network reach contribute significantly to cadres statuses and key helpers play an important role. 4.Under certain circumstance, rich social capital may hinder the promotion of cadres.
