Curriculum reform is the core of basic education reforms, and it is the theme of the overall promotion of quality education in the current situations. The appearance of school-based curriculum marked that the primary and secondary schools of our country has started to bid farewell to the long-standing single state-dictated curriculums and is gradually adopting the triple management system at the levels of state, local and school. The school and the faculty will have some decision making power. The new round of basic education curriculum reforms makes attempts to structure the management framework of "triple curriculums", in which the state, the locality and the school will have different powers and responsibilities. It has changed the past pattern in which the curriculum management is over-concentrated, which result in the fact "of the same curriculums for all the schools; the same teaching plans for all the teachers; the same textbooks for all the students".The school-based textbooks are compiled by taking into consideration schooling features and teaching features in light of the conditions of schools' students, so they are helpful for students to develop their interest, form their special aptitude, embody and give play to schooling features and raise education quality. The state uniform textbooks pay more attention to the basic quality in schools' turning out talents and to the oneness of education. As a result, they leave school-based textbooks with rather big space in the aspect of social diversification satisfaction and make it possible for schools to exert more influence in this field. Modern education attaches importance to the combination of oneness and diversification in talent fostering basically required in education. The complementarity of the state uniform textbooks and the school-based textbooks can better satisfy this demand in modern social development, and enable school education to better serve society.The development of school-based textbooks of English for senior high schools should follow the guidelines of the curriculum targets and teaching requirements provided in the English curriculum criteria, and start and end at the basic point of student development. In the course of school-basedtextbook compilation, respect and consideration must be highlighted to satisfy students' discrepancies and diversified demands, so as to facilitate students' character development in a more sufficient and initiative manner. There is no doubt that the development and use of school-based textbooks of English for senior high schools are still in the probing stage. The author of this paper hopes that this paper will shed some light to the senior high school English teacher development and to the use of school-based textbooks.This paper is composed of the following five parts:Part I: Bringing forward the issues: including a brief outline of the compilation of senior high school English textbooks in our country; problems found in the use of current textbooks of senior high school English; three issued involved in school-based textbooks.Part II: Theoretical basis for school-based textbook development: including the two sections of curriculum theories and textbook theories.Part III: Practice courses of school-based textbooks: covering the five aspects of school-based textbook value orientation and target selection, school-based textbook structure and compilation orders, guidelines of school-based textbook development for the senior high school English course, courses and steps school-based textbook development for the senior high school English course, and content features of school-based textbooks for the senior high school English course.Part IV: Use of school-based textbooks for the senior high school English course: Use of school-based textbooks for the senior high school English course in experimental classes, followed by questionnaires; analyses of the questionnaires and some enlightenments to the development and use of school-based textbooks for the senior high school English course.Part V: Some reflections on the...
