Parents' involvement in education is the basic issue in the construction of public education system, and plays an important role in current education reform. It not only relates to management, education and teaching in council school, but also affects principle and idea of public interests in the development of public education. The thesis discusses and analyses the questions about parents' involvement in education on the basis of the theory of public interests.The thesis investigates theoretical development and practical reality about parents' involvement in education in America and China, and generalizes the form of organizations, contents and factors of parents' involvement in education. Then the thesis analyses and defines the conception of public interests in education from the point of view of economics, politics and law. Furthermore, the thesis emphases the inherent relation of public interests in education and family interests in education. The thesis puts forward that public interests in education is based on family interests in education, running a school and implementing education and teaching both need parents' involvement in education. Moreover, the thesis discusses the function of parents' involvement in education in realizing public interests in education: Parents' involvement in education will supervise management of national education, accelerate democratization of education decision, enhance educational quality, and improve modernization of school management. Public interests in education needs parents' involvement in education, which is the important way and guarantee in realizing public interests in education. After discussing the inherent relation of parents' involvement in education and public interests in education, the thesis brings forward a lot of assumption and measures to ensure and enlarge parents' involvement in education. These assumption and measures consist of two aspects: one is to provide theory foundation, policy support and organization guarantee in macroscopic aspect; the other is to provide advanced conditions according to the school character in microcosmic aspect.
