The structure of higher education refers to the relatively stable contact way and proportionate relationship between every key element within the higher education system. Viewing from the history and reality of higher education development, social demand is the basic impetus to promote the formation and development of higher education structure system. It is an inevitable demand of higher education development that the market combined with the government to regulate the higher education structure. However, because of the influence of society, politics, economic systems and cultural tradition, etc., some countries rely mainly on government regulation and control, and other countries regard market as the basic regulation mechanism. Therefore, in different historical periods or different countries in the same periods, their higher education structure regulation mechanisms represent their own distinctive characteristics. The theory of "vouchers" is an important revelation to construct autonomic regulation mechanism of higher education structure under the social market economy system. It changed the country's direct funds to higher education into indirect investment. It is also an effective way to set up the macroscopically autonomic regulation mechanism of higher education structure based on the market. Education supermarket has gave prominence to education consumers the freely option, and has the characteristics such as being flexible and open, which has met the dynamic demand of going to school for the educational demand subjects, thus has fulfilled the dynamic suitability between higher education'stalent cultivating and demand, and it is a high-efficiency microcosmic regulation mechanism of higher education structure.
