With our entry into the WTO, the various industrial sectors reinforced their contact and exchange with the rest of the world more closely in a broader scope than before, when we are speeding up our integration with the international economy. English being the most widely used language in the world, its education is gradually attracting the attention of the people from all walks of life. As for the middle vocational education, which cultivates a lot of labor force with both techniques and all-round English ability, the globalization has placed a higher demand on the English education.In the teaching process of the subject, evaluation is a key component, which acts as a baton directing activities in education. The traditional teaching evaluation emphasizes if the knowledge has been imparted efficiently, which is the same with the English education. The traditional English education put great emphasis on the command of the vocabulary and the grammar, while the ability to listen and speak English and the culture consciousness was ignored. Based on the extensive and deep research into the factors affecting the English education in the middle vocational school, an evaluation checklist is put forward in the paper while the characteristics are taken into account. The Method of Analytic Hierarchy Process is used to determine the value of the index's weight and I use the fuzzy model to evaluate the English teaching in a middle vocational school. During the research, the membership grade is determined in two ways, one is through the percentage of people participating in the evaluation, the other rests on the experience. Afterwards, the English teaching quality is measured with the method. Based on the research, several functional modules are realized by Visual Basic, and a software is developed to evaluate the English teaching quality effectively.The paper ends in the discussion and the expectation on the research area.
