As the center of the around BoHai economic-Tianjin, which is the biggest inshore city in the north of china, especially when the Binhai area belong to the national eleven— five plan, the development of Tianjin become very quickly, have a very important place in china, so there will need a abundance of higher quality people, the teachers in Tianjin will take this heaven duty.The thesis follows the ideas of theoretical study, empirical analysis and counter measure discussion.
