The educational equity problem is an important aspect of the social equity in our country; it is also the chief mission and the basic avenue of realization social equity. The educational unfair problem has already gained universal attention with the educational department and society at present. The educational unfair problem would embarrass the development of education the instruction of harmonious society. The educational equity problem has become the focus that all over the educational circle pays attention to. The system of educational equity aim at the norm of educational activities' equity, provide the system safeguard for educational equity.For the research of educational equity, no matter our state or aboard have a lot of theories and practical experiences. After learning the research of others, how to constitute a system of educational equity and accelerate education institutional equity is the main point in currently research. Overseas' research are very early, we can lean a lot from them. South Korea, U.S.A., Finland and Japan are leading the development of educational equity. Their educational equity systems' practices were very useful for our country when setting up our own system.In the last few years, we got a certain achievement in educational equity progress, but there are some institutional factors, which deduced some difficulties in the education. These institutional problems are as follows: the unfairness of educational resource distribution, the unfairness of school entrance system, the unfairness of education system, and the unfairness of examination system. And there are also some institutional factors such as, classification manage system, corruption of education system and membership system in our country.In order to guarantee the justice of education, we have to set up a legal system of educational equality. We have to ensure the fairness of education development with the pressure of the law. We have to reform the distribution system and adjust the personnel matters, promote the flow of teacher resources; set up a compensation system to the disadvantaged groups; set up the system of supervising and guiding; restrict the spreading of education corruption. And at last, we have to advance quality-oriented education and set up lifetime education system in order to solve the unfairness of education and satisfied all the education need of anybody.
