The Association of National Education Committee, sponsored by Zhili Education Committee in 1914, was founded in Tianjin on April 21, 1915. The constitution formulated in the meeting stipulated that this association consisted of the Education Committee of every province and special administrative regions and, in accordance with the resolution, it could offer proposals for the Ministry of Education or order every Education Committee to take measures. The Ministry of Education dispatched the delegate to attend the meetings of the association from time to time or addressed the meetings. 11 meetings held by this association between 1915 and 1926, which paid the attention to all the problems on the education field, passed 249 resolutions and regulations and offered 94 proposals for the Ministry of Education mostly adopted and published in the form of laws. The most representative resolution was Renxu School System. In the 1st meeting, Hunan Education Committee put forward School System Reform followed by the proposal Educational System Reform of other education committees in Zhejiang, Anhui, Fengtian, Yunnan and Fujian. The thesis of the 7th meeting was to draft the school system. The meeting received 11 proposals and, on the basis of Guangdong's proposal, passed School System Draft. After asking for the society and trying out the new school system in Guangdong and Tianjin, the next meeting passed School System Bill, which was modified by the Ministry of Education and sent to the Government. On November 1, 1922, Liyuhong, President of the Republic of China, issued School System Reform.The Association of National Education Committee was an association crossing the education committees of all provinces, and the foundation was supported by every committee and put on file by the Ministry of Education. The association, following European countries and America, took measures by connection to investigate the education in our country and follow the trend of the world. Its tenet was that the education should be carried out simultaneously in different provinces. The association often invited famous educators to gather experiences and then offered proposals for the education administrations. As an organization of the intellectuals, the association developed the education cause. Most members of every education committee are famous educators, businessmen concerned about the education, officers and instructors such as Zhang Jian, Tang Wenzhi, Zhang Boling, Ma Xiangbo, Cai Yuanpei, Huang Yanpei, Yuan Xitao, Shen Enfu, Guo Bingwen, Jiang Menglin and Hu Shi. The Association of National Education Committee was an association with the orderly system. In its formation, the education committees came into existence in towns and villages, counties and cities, then in provinces. At last, the National Education Committee appeared as a national organization and played an important political role in the development of the education. Therefore, the research on The Association of National Education Committee can help find the law of the modern education transition and recognize the relationship between modern education tragedies and its development.The paper consists of four parts:Part One is a brief introduction to the research and the methods used in the research.Part Two introduces the foundation of the Association of National Education Committee and its main movements.Part Three analyzes its influences on the education reform in the 1920s, including the introduction of the advanced education notions, the boost in the education system reform, the promotion of education practices and so on. Part Four is the speculation on the Association of National Education Committee. It's a lesson for the development of modern education.
