The higher vocational college is the important and indispensable organism of higher educational organization system that is closely related to the economic development of the society,and it' s one of the main forces to help realize the generalization of our higher education. With the fast development of Higher Vocational Education(HVE),many problems are revealed gradually,of which the construction of teaching staff is the most urgent one.The construction of teaching staff is the most basic construction in higher vocational colleges,and it' s the key factor to raise the quality of talented person and to build the characterized higher vocational colleges.It' s a complex and long-term process to build our teaching staff of higher vocational colleges with scientificspirit,to improve comprehensive teaching ability of teachers in the colleges,and lead them to make progress with the development of the society.So far,we have made marked progress in the construction of teaching staff in our higher vocational colleges,such as the teachers' social status,educational backgrounds,the construction of professional title and the proportion of teachers of specialized knowledge and technical ability.But it is a long way to go to reach the general standards about teachers in vocational colleges that are made by Ministry of Education of China.So,it is more and more valued to analyze the gaps and find ways to strengthen the construction of teaching staff of higher vocational colleges,the concern of which has generated practical meanings.This article aims to discuss the problem concerning the construction of the qualified HVE teaching staffs.It elaborates on the HVE teaching goals,characteristics and orientations by referring to literature reviews,comparative studies and case studies,and further states the requirements for the establishment of the HVE teaching staffs.Meanwhile, the article analyzes the status of the HVE teaching in China and suggests the effective ways to improve the teaching staffs with reference to the experience of other countries and the HVE teaching goals.The study draws the following conclusions:1.By surveying the teaching staffs of the three higher vocational institutions in Shanghai,we find that the existing teaching staffs are still deficient in their sources,organizations and development systems.2.By referring to the HVE teaching organizations,development systems, employment regulations and qualification managements in such countries as the United States,Germany,Japan and Denmark as well as the status quo of Shanghai higher vocational institutions,we advance the following seven suggestions:(1) to have some systematic, forward-looking and dynamic reflections on the Shanghai HVE teaching employment,introduction,development and examination systems;(2) to enhance the teaching employment regulations and introduce the system of employment by the teaching qualifications;(3) to optimize the introduction and management of the teaching staffs by referring to the advanced HVE teaching management;(4) to strengthen the development of the teachers competent both in theory and practice and establish a stable full-time and part-time teaching source;(5) to reform the HVE teaching assessment system from the governmental level; (6) to widen the channels of the HVE teaching development;(7) to conduct research work on the HVE teaching.This article tries to provide reference for the construction of teaching staffs of HVE.
