There are 18 provinces(cities,districts) in central and western,its population accounts for 55.3%,land area accounts for 79% of the country,It is the gathering area of various types of natural resources in the country,but its gross domestic product only is the country's 35.8 %,The number of professional and technical personnel account for only 25.4% of the country(based on 2006 statistics counting)What is the reason leading to the competitiveness of central and western regions is relatively backward? How to better attract talent in Central and western regions?How to improve the central and western regions of the human resources environment?The answers to these questions,for us to accelerate the development of central and western regions have some guiding significance,this paper on these issues,to conduct in-depth study.In this paper,analyzes central and western regions of the human resources from the total human resources,human resources quality,human resources abundance and professional and technical human resources quantity.And points out that scientific and technological talent in the environmental construction deficiencies in,and analyzes affect the level of talent to play the role of the factors.Then according to these factors from the economic development,science and technology educationthe environment,human resources market environment,urban development conditions in four areas selected 22 indicators for environmental assessment professionals,to 18 provinces and cities in central and western regions of the sample data,using factor analysis method on the central and western regions of the human resources to conduct a comprehensive evaluation of the environment.The results show that:Science and technology education environment is a core element of talent environment,the role of the environmental impact of talent is very significant,economic development environment is a key factor in talent,talent market environment is a major factor in the talent environment,urban development situation is the protection of the talent environment factors.The results of this study can be an accurate assessment of environmental conditions in central and western regions of the human resources,the selected indicators comprehensive and reasonable,so as to central and western regions of the human resources environment provides a theoretical basis,has a certain theoretical significance and practical significance.
