Along with educational continuous developing of informationization and networking technology,web-based virtual schools have gradually developed into a kind of more popular form of education. In which the development of elementary education's virtual schools is particularly rapid. A growing number of students and parents prefer to the learning style of autonomous and efficient use of network learning. At the historic moment, virtual schools come into being and have the rapid development. The successful operation of the virtual school need not only policy support and funding, but also a mature management system, including online learners, teachers, the management of online learning resources and technical support, Etc. In this paper, the author took the construction and development of the virtual schools of Southern United States area as the object, unified the related case to do the detailed research of the above aspects.In this study, the virtual school is refers to a web-based virtual school for elementary education class, mainly for middle school and high school students. The research work of this paper mainly includs three parts:Firstly, it expatiates on the definition, classification of virtual schools and the related concepts as well as the present development situation of domestic and foreign virtual schools The paper puts forward the background, researchful contents of this task and significance on the basis. Secondly, according to the actual cases, the author describes the southern U.S. state virtual school's curriculum, the teacher teaching as well as online resources services. Simultaneously describes and analyzes the quality standards of online curriculum and evaluating indicator,high quality online teachers standards as well as the quality standards of online teaching. Thirdly, from academic, policy and fund aspects, the article analyzes the successes and obstacles in the development of virtual schools in the southern United States, and concludes on the future development of our virtual school in China.In this paper, the methods of literature research and case study is used, literature research is mainly used for access to the virtual school's related information and reports, then analyzing and summarizing, to grasp the overall situation of the development in the southern United States. The main purpose of case study method is to analyse several typical state virtual schools of southern United States.
