As the development of economy, shortage of high-quality technical workers restricts enterprise development, which required the vocational education, especially vocational education to accelerate the reform and development. "Working practice as substitute worker" is a reform of vocational education system and promoting development of students'practical ability is one important part of it. In order to improve the quality of vocational education, many high vocational colleges and enterprises form partnership by "working practice as substitute worker" in recent years.It needs to choose a proper perspective to keep the balance between vocational education reform and practice and guide the practice for high vocational college students, this paper discusses the achievement of student worker's practical ability by choosing high vocational college students, leaders and enterprise leaders who participate in the process of "working practice as substitute worker". In order to do research, this study gives out the definition of the "working practice as substitute worker"and it's features, then studies the generation of student's practical ability at the actual scene of working by combining qualitative research method and empirical research method, speculative exploration and empirical study; In theory, this paper discusses and analyses the development and the existing problems based on constructivism theory, practical epistemology and "teaching, learning and doing" theory, providing practical strategies for vocational education and practice.This study mainly uses interview method, literature method and comparative analysis method, in which the interview questions from the closed questions and open-ended questions formed, this study conducted interviews on the promble of "working practice as substitute worker" in Higher Vocational Schools of one City, Shandong Province, and then analysed, collated and sumed up the issue of interviews, have the concultion of questions in the process of "working practice as substitute worker". Empirical studies have shown that in "working practice", "working practice as substitute worker" is not only a better mode than any others, but also can achieve expected targets in "working practice" and "student worker" also consider "working practice as substitute worker" make their ability be a full range of training. But at the same time, we find that there is a certain gap between the actual state and the expected targets of student worker's practical knowledge. Look into the the results, showed that "working practice as substitute worker" has the following problems:(1) Students' working practice is lack of effectiveness; (2) Higher voctional education system needs to be reformed and professional guiding teachers are not in place; (3) The attitude of the practice unit to the student wroker is lack of enthusiasm; (4) The government's policy of "working practice as substitute worker" is lack of effective systems and legislation protection.For the major problems existing in the process of "working practice as substitute worker", this paper elaborates countermeasures in improving the effectiveness. To be specific, we suggest that higher vocational college students change their thinking and actively participate in the working practice; high vocational colleges should deepen the educational and teaching reform, do well in the teaching preparation; practice unit should change the attitude to the student workers; government should strengthen legislation and policy support to protect the "working practice as substitute worker", increase investment in vocational education and allocation of resources. Although there are some problems in "working practice as substitute worker", but it can exert a desired effect by improving it, and as time goes on, "working practice as substitute worker"will become one of the dominant modes of vocational education in our country.
