The scale of higher education has been expanding rapidly since 1999.With the expansion of higher education scale, the higher unemployment rate of college students also caused wide concerns in society. There have been a lot of discussions on the scope of higher education, education system and so on. How to recognize the soaring unemployment rate of college students in China, analysis the deep-seated causes of this issue, will provide a useful reference for policy in the future. This paper will draw on job search theory to analysis macroeconomic and institutional factors which have affected the unemployment rate of college students. This paper will mainly analysis economic structure and labor market institutional factors on the impact of college students job searching. And at last I will propose appropriate policy recommendations.First, by combing papers related to the theory of unemployment and employment issues and the empirical studies of university students, I will summarize the studies of existing researches at home and abroad to understand the achievements and shortcomings of the researches. And at last I will write literature review in order to lay the foundation for later research.Second, the paper will give an overview of the higher education unemployment in china, analysis the basic performance and socio-economic impacts of this issue in our country .this part of the research will help me to grasp the overall situation of college students employment, analysis the size and structure changes in the process of university graduates to understand the basic characteristics of the problem.Finally, policy design and policy recommendations, policy design part will analysis wage subsidy policies which may have an employment promotion effect on college students job searching. The other policy recommendations are mainly based on existing research, summed up the institutional and structural factors which effect the employment of college students and give the relevant policy recommendations.This study suggests that employment of university students in China has always been effected by higher education system, institutional factors and China's economic structure and the other factors. We should not classify this problem as the higher education enrollment. Through the combinement long-term and short-term policies, we can effectively alleviate this problem. In the short term, we should use wage subsidies and other policies to promote employment of university students; In the long run, we can resolve the problem through the reform of higher education system, remove the institutional labor market segmentation and the balance regional development.
