China is currently in the stage of social transition. The development of social reform has brought many uncertain factors,which cause the increase of unexpected events.As an integral part of society, university is effected by society, thereby has the social attributes.And it is also different from society. More and more unexpected events in the university that result from social factors and universities'own characteristics are occurring and have a growing influence, gradually causing extensive concern in society. University is an important place of talents training for our country. Reasonable, effective and timely emergency handling can create a good environment of learning and living in the university. It has a great significance for healthy growth and development of college students and China's higher education.From the perspective of Project Management, this paper focuses on emergency management of unexpected events of college students.First of all,this paper addresses and classifies the key features of unexpected events in the university, analyzes the main reasons why unexpected events occur and introduces the relevant theories of emergency project management of unexpected events of college students.Second, this thesis explores the preventive regulatory system, measures, education and training of emergency projects of college students.And this paper also analyzes the handling procedure, handling rules,and control measures, and summarizes the emergency project management process of unexpected events.Finally,this paper discusses the roles and functions of college counselors in emergency management of unexpected events.Then, adopting the example of H1N1 emergency, this article does an empirical study on the role of college counselors.
