For the actual status of manual operation on the management of the Student fees in school, and according to the advanced experience on the digital campus construction of the other institutions and the actual situation of our school, this paper the overall frame and system architecture of student fee System were proposed. This system is based on RIA. Then a detailed requirement analysis on the system was made in this paper, including user role demand, system function requirements, system data requirements and system environment requirement.System using object-oriented analysis and design methods on the overall design and module design. Specifically including the function modules of user permissions, project management fees, the students basic information search, collection fees, charges recorded to modify maintenance, arrears recovery and reports statistics. A database was designed in this paper, finaly, the system realizing program flow, the core code and function interface were also designed.This system uses the Silverlight technology, realized the user interface that easy to use and study in the Web environment. Combining WCF technology and thoughts of layered structure, this system has good cross-platform-ability and flexibility.This topic research has some helpful to improve and perfect the desktop application of user interface and the related field method of system integration, and to other similar systems research and development it has some reference significance.
