Video monitoring system itself will be better than the formation of multi-level structure, multi-level structure of the whole system can be managed through a multi-level sub-system to achievemultilevel management subsystem. Based on the needs and trends of the Video surveillance industry and combined with advanced network technology, this paper proposes an WEB-based remote video surveillance technology, and it would make that the remote users anywhere can conduct remote surveillance by using a terminal connected to the Internet, such as computer, Mobile phone, etc.This paper first introduces the concept of video surveillance technology and illuminate its development history, development status and development tendency in detail. Then it details audio and video coding standard and studies the audio and video compression technology in-depth in order to provide a basis for the system design, Then carefully studied the application of Remote Monitoring System stations, which is the key to the implementation of the system; Finally, it designs and analyzes the whole system in detail, describes the various modules of the system and its functions and roles, and then carries out on the module design and the implementation in order to constitute the whole remote video surveillance system.
