Traditional means of work has been difficult to meet the development needs of new situation. It is imperative that use the modern communication, electronic information network technical as guidance, services in Work safety, establish an efficient sensitivity and reliable information system, to grasp the status of Work safety in time, improve the Work safety management level and efficiency of informationization, comprehensive information technology to promote the Work safety administration. The daily work of Binhai Economic Development Zone's Work Safety Supervision and Administration bureau simply by hand at present , there are existed some inefficiencies problems in work administration and Business Data Management, these problems is becoming an obstruction to improve the business level. According to the above questions, this thesis has researched in design and development the OA system of Binhai Economic Development Zone based on the Work safety supervision and Administration requirements.This thesis mainly based on the theory of software engineering, read and research related technical literature. After research on the requirements of BINHAI Work Safety Supervision and Administration bureau's business, use the UML technology to analysis and design the system, this system adopt the Popular B/S structure to build the system architecture, designed and implemented the safety architecture consist of network safety, System resource security and Log Management. Furthermore, based on the theory of relational database, implemented the database manage system with SQL Server 2005. Finally implemented the system using the J2EE technology architecture, this OA system consist of Supervision and management module, Document Management Module, News Management Module, Document Management Module, Logistics Management Module, Personnel Management Module.This thesis mainly discusses the requirements analysis of the system, the overall design, detailed design and Functional Implementation. The implementation of this system has met the requirements of the imformationize of BINHAI Work Safety Supervision and Administration bureau's business.
