In the existing framework, centering on the land and resources administrative priorities, with already built system based (such as land and resources e-government, cities cadastral, rural land management system, etc), to establish a comprehensive business management system to realize national, provincial, municipal and county data networking Shared conditions ripe.This paper introduces how GIS applied in the support planning system, as well as in the land and resource management and its information system. The key theories and technologies of the land and resource information system has been studied, and emphasized geoinformation models, spatial data model, as well as the Web-based GIS technologies.Aim at filling in the blank of the how "Golden Land" project, county land and resources information system has been proposed in this paper. The design ideas along with the requirement analysis of the potential users and feasibility analysis are followed. This system design includes the functions of land and resources information system, database design and interface design. The system builded on Geodatabase models, SQL Server 2005 and Oracle 9i are used as the database platform support, ArcSDE are used to organize the spatial database, with the developing platform of Visual Studio 2005, using VB and Java as tools. In this paper the basic data storage function has been realized along with the function of map editing, and build the complete cadastral processes available through internet, and with spatial analysis methods of land and resources information achieved simple function of decision support. All functions are introduced in detail. The implementation of the county land and resource information system means a lot for the integrity of the whole "Golden Land " project. To build the national land and resources information system from the bottom level means a lot to the whole project, and helped to enrich the database of the "Golden Land" information system with basic data, and improve efficiency of the application.
