With the diversified demand and ever-changing telecommunications technology as well as the further implementation of national information technology strategy, China's telecommunications industry is undergoing fundamental change. In order to enhance the core competitiveness of enterprises, telecom operators of provinces (cities, districts) have to build a data warehouse based on operational analysis system, and improve their operations and decision-making level. Data warehouse technology is the ultimate goal of decision support technology. Through the accumulation of a lot of historical data pass by, it uses on-line analytical processing techniques to answer operating situation at present, uses data mining to predict the future of companies what can be happen. As an emerging technology, it has gained widespread usage in enormous amount of data processing industry.According the actual situation of the depth application of data in the telecommunications industry, the original need for manual data analysis and model of production reporting is changed to flexible, customizable electronic analytical model that implement by this system. At the same time, data mining model is presented by the thesis in targeted marketing analysis and provided a reference for marketing activities. Through the construction of this system, telecom operators can improve greatly the applications of enterprise data, and increase level of operational and management, enhance the competitiveness of the marketing.Firstly, the background and significance of project development is presented, the relevant data warehouse and data mining models is discussed. Secondly, with the data application of telecommunications branch of Zigong, we use software engineering methods focused on analyzing the local telecommunications network marketing business support system demand, and put forward the development of the system content and the overall system architecture, software architecture, data modeling, model design in detail. Finally, a system design and implementation is given. The system is integrated into the analysis of the local concept of Zigong that use fine granularity of data and better timeliness. This system is able to support the status quo at all levels of the market for analysis of marketing, and to guide marketing strategy. Mass-based data access performance degradation caused by the outstanding problems is researched and put forward a solution. In the framework of the system flexibility and scalability, and data access control, etc., are to meet the needs of users. So, the system has better prospect and can strengthen values effectively.
