The modern society is fraught with risks. The speedy flow of population and information has posed great challenges to the administrations by the Grassroots Government in cities. Currently, the urban community administration is faced with dual dilemmas. One is the imbalance between the powers and responsibilities of the Grassroots Governments. Another is the contradiction between the broadening of public service and constriction of administrative means. The high fluidity of information incurred uncertainty to the administration of the government. To keep tract of various kinds of information accurately, timely and dynamically is the basis for governance and the prerequisite for government to provide effective governance and services. This thesis will study the case of the " Three Actuals" integrated information platform at Nanmatou community in Pudong New District to reveal that the Grassroots Government adopted the "Three Actuals" work pattern in order to react to the challenges of the risky society and address uncertainties with information-based means. Based on the systematic analysis of the "Three Actuals" tasks, this thesis has disclosed the internal motivation and core value of the platform, which is not old wine in a new bottle but an institutional innovation conducted by the Grassroots Government directed at breaking through the predicament of managing urban communities. Meanwhile, the thesis also points out the bottleneck of developing the " Three Actuals" platform such as fragmentation, internal coordination, team construction, technology upgrading and moveable management. Last but not least, enlightened by the case studies, this thesis tries to present some policy suggestions for information management and public service in the rick society. The external environment and internal operation of information management are given equal attention and the groundwork tests and top-level design are integrated to build a trans-departmental information sharing mechanism, which will perfect information management platform institutionally and create conditions for improving the level of grassroots governance and upgrade the quality of public services.
