In the recent years, with the rapid development of enterprise informatization, the requirements for informatization of enterprises, especially large enterprise, is not limited to the ERP application any more. In order to enable enterprises to maximize profits, reduce costs, manage risk, first, a reliable, real-time financial and business data is required to prepare the budget, forecast analysis, then, integrate budget and plans from the various subsidiaries and departments to make a whole budget. However, it is a big problem to analysis and develop, adjust the budget read-time from million millions or even billions of enterprise level business data because the database I/O, network transmission always make the budgeting cycle often very long, so there is a serious impact on setting goals, planning, implementation, evaluation, adjustment during an enterprise management cycle.This paper analyzes the current business needs of the budget system, based on the budget system on how to improve the performance and flexibility, with the memory management system which is emerged from the current hardware technology, re-designed and implemented the traditional budget system.2.5layer structure design is introduced to make computing handled in the memory of data service layer, this approach increases computing speed and reduce the network overload caused by the exchange of data as well, so that the budget formulation become more efficient enabling enterprises to quickly make adjustments to market conditions, greatly increasing the competitiveness of enterprises.
