With the accelerated urbanization process, land and housing tax scale, scope, increasing, species increase, some conflicts intensified,"nail households" It is often seen., certain public construction projects due to "nail households" and cut phenomenon is not in the minority, the above and land and housing tax information management system is not perfect, information is not open transparent, not unrelated, but often because people do not understand or do not understand the collection to the land and housing levy relevant information, cannot eliminate the land and housing compensation standards of doubt heart and misunderstanding, with doubts attitude towards land and housing levy, appear day feel low standard of compensation, certainly than the others get their compensation for less, I just drag, the collection department will agree to their own requirements and so on psychology.This paper aims to establish a perfect land and housing, transparent, open, easy to find understanding collection related information system, to the land and housing tax related laws and regulations, policies, compensation standard, compensation case input, induction and summary, the levy "know the score","heart bottom", see land and housing levy by scientific and objective attitude, decreased to some extent be imposed because of lack of understanding of land and housing levy and by subjective perceptions and psychological thought of land and housing levy is not good, resulting in the occurrence of land and housing levy work hard to complete and not complete phenomenon.This paper adopts the object-oriented method to study. The establishment of an easy to use, and ordinary people can use and reference of land and housing levy management system. In the design stage, I use the UML for system modeling, data analysis and business needs analysis and so on. The main function of this system is the imposition of project information access, user comments/suggestions submitted, collection of project data management, comments/suggestions many function modules in reply, superiors, system management etc.. In the process of case design a good system, according to the role and current data modeling of the database and then uses PowerDesigner to carry on the design of the database dictionary.
