Most of conference systems are based on the H. 323 standard, which makes the conference system difficult to expand. Conference systems based on H. 323 are not fit to the requirement of the multimedia conferences in IP network. Research on the implementation of Multimedia conference in IP network is significant for the present absolute position of IP network.Session initiation protocol which aimed to the initiation of sessions, is proposed by IETF. It is significant to the construction of Multimedia conference in IP network, This article studies the conference framework in IP network, analyses the research result on SIP conference model, proposes a new conference model based on the SIP proxy which can be used to solve the expandability of the present conference framework and induct the concept of conference proxy between the conference servers and the user agents. The conference proxy can be dynamically created according to the size of the conference, which makes the conference expandable. This paper defines the function of network elements such as Moderator, Conference server, Conference proxy and User agent. This paper also defines the basic primitives between the network elements. Furthermore we extend a new SIP PROX Method, analyses the field of the Proxy method, fulfill the SIP PROX method and implement enhanced SIP Conference Proxy based on the PROX method.In order to verify the feasibility of our conference model, we implement a simulation system, which complete some representative actions such as creating conference, expanding conference, ' joining conference, merge conferences and splitting conference etc. The experimentation verifys the feasibility of our conference model in practice.Although we only complete the conference model proposed by this paper partially, we propose a new settlement to the IP network conference systems and establish a foundation for the deeper research on SIP conference system.
