H.263, Video Encoding And Decoding Software Algorithm

H．263 is a video coding standard made by CCITT, which is mainly used to transmit visual signals in a low rate. At present, such new technology as web tele-meeting, visual telephone relies on advanced visual and audio techniques without exception. In the process of realizing the systems like tele-meeting , the development is made by H.263 mainly in hard wares, which are ,however, difficult to widespread. Therefore, it's necessary to conduct the research and development of H.263 in soft wares, whose qualities are flexible ,cheep and easy to maintain.The paper aims at the methods of development visual decoding soft wares by H.263,then discusses the specific methods to realize the four function of capture, coding, decoding and transmission in software calculation.
