| With the development of economic knowledge,and the advances of modern information technology,internet technology and communication technology,the internet environment of our country has been greatly improved,and the computer technology has been widely used in every field of the society as well.In the fields of publishing,library and information,scientific journal,as one of the most important media of communicating idea,recording,transmitting and accumulating the knowledge as well as finding and training qualified scientists and technicians,takes up a very important position in the system of knowledge communication.Hence,so many scientific journals have been considered as the image project of national knowledge-creativing system.To some extent,the quality of scientific journal reflects the level of national science technology and national unified power.Under this situation, the publishers and the information providers all want to take the chance to study how to use the computer and internet technology to improve the quality of scientific journal,so that they can improve the function of scientific journal information service and widen the scope of information service.All these lead to the appearance of digital and networked journals.Undoubtedly,the appearance of digital and networked journals will greatly influence related fields. In the field of library and information,new system of academic information communication will be formed,which will change the concept of library management and the work of traditional journal ,and raise more requirements on library building,facilities and wokers.In the circle of journal publishing,the appearance will innovate the patterns of traditional journal editing,publishing and distributing ,improve the publishing houses' economic and social effectiveness ,promote the standardlization of traditional work,widen the scope of authors and readers,improve the quality of journal ,and at the same time ,the workers in the area of publishing will face higher requirement.Digital and networked journals have been advancing at high speed in developed countries .Many commerce publishers,the online database retrieving servers,the agents of publishing,document delivering servers,specialized and academic organizations all take an active part in this work.lt is said that 10000 kinds of scientific journals have been published on the Internet by 1998.China has a large number of scientific journals.But the publishing modernization is far behind that of the developed countries.By now, there have been only two larger projects of digital and networked journals: China Journal Net(CJN) and Wanfangdata system.So we should construct the project of digital and networked journal.This will be beneficial to constructing and reforminginformation resources,enlarging Chinese resources on Internet,developing digital library, saving natural resources,sharing information resources,making our journal publishing prosperous and improving the comprehensive power of our country."Some Proposals on Constructing Information Resource",announced by National Committee of Science and Technology in 1999,put forward that we must construct website for Chinese scientific journal so as to speed up the development of digital and networked journal and eventually keep up with the world.So studying the digital and networked journal is very significant to our project of digital and networked journal.But, many problems still exist in all the project of digital and networked journals both at home and abroad.For example,the journal quality is not uniform,the document form is not unitary,the price is not reasonable,the responsibility of preserving past journals has not been determined,and the edition is not easy to distinguish .Also,the problems of copyright, technology,information security,charge,human beings' ideas and habits,the speed and rate of transmission have not been well solved.All these problems must be solved in the process of developing the project of digital and networked journal.Based on our country's actual sit... |
