Geography Information System (GIS) accelerate its application following our country fast development of economy in past years.It has important effect in the field of city plan manage , traffic , mapping , environment protect, agriculture, cartograph, and so on,and it obtains good economic benefit and society benefit. With vehicle monitor and dispatch system' popularization application in every ways of country life, real time,stability and high efficiency become very imminent. It is the hot of current vehicle monitor and dispatch system that combining GPS(Global Position System) and GPRS.At the beginning of this paper, we first introduce some research on GPS/GSM/GPRS in our nation and abroad. In the meantime, we point out some drawbacks of vehicle monitor and dispatch system. This paper uses GPRS communication network as wireless communication mode, and we transmit data by XML way, and this way can enhance stability and universality of data transmittal. This paper discuss how to optimize data flux and improve stability of data transmittal when cosmical GPRS data communication happen.Then it analyze GPRS protocal interface. From internet GIS the System discusses how to access electric map by Internet user.Then it discusses the ways to improve the net data transmittal.The system has already became a commercial production and been used in certain large motorcade , and it has good stability and expansibility.
