" LiaoHe " oil fields mainly exploit the heavy density oil. Industrial process of Steam Driver Oil Recovery is the main way for exploitation of such heavy density kind of oil. In this paper, an overall framework of soft-sensor and optimize control system is summarized for the industrial process of Steam Driver Oil Recovery, which key quality indices can not be measured directly and which operation can not be run in stability. The soft-sensor and optimize control system raises the efficiency of exploitation effectively. As far as the system's function is concerned, there are three parts .The first part fulfils satisfactory measure precision by employing data rectification technology; the second part works out the calculation of the quality indices; the last part is applied to guide and advise practical process. The soft-sensor and optimize control system has been built on a small-scale LAN, which operator station fulfils optimization of measure precision and calculation of quality indices, which engineer station fulfils to guide and control the practical process. Data communication has been operated on the basis of OPC, which is the commonly accepted industrial standard for data communication. So far, the system has been applied to guide and control practical process.
