With the great development of society and economic of our city, the traffic needs expanses obviously. In order to control the traffic of the flood tide and improve the situation of city traffic, some city governments of our country have taken the strategy of Congestion charging into their consideration. ETC is more adequate for toll collection in the dense traffic.There is only single lane ETC applicated in our country. However, on the road of the big city, it's not adequate to apply single lane ETC to collect toll, while the MLFF is more adequate.In this paper, ETC system applied in the city Congestion charging is discussed in following aspects.Based on the traffic situation of Shanghai city, the schedule of implementing Congestion charging is analyzed and a general solution of Congestion charging of Shanghai city is put forward, that is to charge the automobile congestion fee which is entering into Xujiahui district except the bus and ambulance from 7:OOAM to 6:30PM in the workday by ETC system.Then the function and work flow of the city congestion charging ETC system and the selection of ETC technology and operating mode are depicted in details. What's more, the requirements of handling transaction simultaneously and assuring the correctness during the time of automobiles' congestion or changing lane in MLFF are satisfied on the base the device of single lane ETC by designing the transaction process skillfully. When the lane subsystem works full independently, the two neighboring lane system may charge the same automobile independently, then the same automobile will be charged twice during its one pass. If the lane subsystem of a toll collecting station is looked upon the service provider then the arriving automobiles are customs. The system is expected to serve different automobiles by different lane subsystem at the same time and select one subsystem for one auto when two neighboring subsystem both want to provide service. The solution is to bring the parallel subsystems into one sequential table, then choose the first subsystem in some special order to serve the auto, When the parallel subsystems intend to serve one auto. Thus charging twice during an auto'sone pass is turned away effectively.In this paper, the objected oriented analysis and designing process of toll collection station management system is depicted in details. Through analysis of problem domain, the objects, actors and system use case are identified. Then the UML model diagram including use case diagram, class diagram, sequence diagram, component diagram and deployment diagram are created in Rational Rose. These diagrams build up the complete view in UML.In the part of system implementation, some setting in TRC is described, which is relevant to the work flow of transaction handling.In the last part of this paper, the experiment is designed on the base of TS3200/05 road system device produced by Combite Corporation in Sweden and the self-developed software. A great deal of results of the experiment between the road system and transponder are recorded.
