As a convenient and efficient communication tool, the IP Video Conference has been used more and more widely in recent years. However, these are some fatal defects in Video Conference system. There is urgent need of development of high reliable and efficient Video Conference Systems.Some basic technical problems are discussed in this paper. Most of current desktop video conference systems are based on Openh323, which is developed by Equivalence Pty Ltd in Australia. The protocol database of Openh323 is completely corresponded to H.323. However, there are some fatal defects in Openh323. An improved protocol database is proposed in this paper to overcome these defects, which is corresponded to the combined video conference standard of H.323.In this paper, the base protocols of the network environment that is required by video conference system are described in detail. A framework of video conference system based on H.323 and multicast in local network is designed.According to the features of video conference system, a more reliable implementation scheme of RTP protocol is proposed to carry out the multimedia transmissions through network in this paper. Further, a simple and high efficient algorithm, leaky bucket, is utilized to solve the network crowd. On the implementation of leaky bucket algorithm and internal clock configuration in IP network, some research and experiments were carried out. An efficient implementation and configuration scheme of leaky bucket in IP network is proposed in this paper. Some unfinished works and suggestions were proposed at the end of this paper.
