With the approaching of the 3G license releasing date, the unceasing reform of our country's telecommunication market organization and optimize of the telecommunication operation industry's reorganization, the multiplication tendency of domestic telecommunication operation industry, the increasing services and the changing rules of the checkout system, there have been more and more requestment to the checkout system. Therefore, in order to satisfy the unceasing request of changing and developing of the telecommunication's service, enhance the telecommunication's competitive ability in the complex market environment, satisfy the requests of the telecommunication synthesis checkout service, improve checkout system's handling ability, reverse the medium and long-term passive aspect of telecommunication's checkout work, establishing telecommunication's own checkout system has become one of the most important tasks currently. But, because the more and more high request to 3G system, the needs to process day by day increasing amount of data, the prevailing cheating behavior, security and optimization has become urgent and important problems in the 3G checkout system during its reconstructing.As an important constituent of the Telecommunication's strut system, the 3G based checkout system mainly achieve the checkout processing between the provincial level telecommunication and other telecommunication operation busineses (China Mobile, China Unicom, CNC). And because used the optimized construction and processing algorithm, the system has enhanced the system performance greatly, and convenient for system upgrade and maintenance. By the optimized research on the system construction and the core algorithm, and by the research and design on system security, this article has finally realized the overall system optimization, guaranteed the overall system security and satisfied the new request 3G brought. This article emphasis on the design of Guangdong Province Telecommunication Network's checkout system, the prototype design and its system structural design, detail in introducing three modules (repeat pick out, investigation, backup with restores) and the design and realization of MDIOQFA. The article been divided into seven chapters, the first is introduction, mainly introduces the topic's background, significance, correlative literature summary and author's main work; Second chapter introduces system's prototype, overall frame, logical frame and operation entity model; third chapter mainly focuse on system middle service level's design and realization; Fourth chapter introduces MDIOQFA's design and realization in detail; Fifth chapter introduces the design and the realization of the middle service based investigation module in detail; Sixth chapter introduces the research and the realization of the system security in detail; Seventh chapter introduces the test's method, criteria, detailed situation and result, and gives the improval opinion to the present system and next step work. Eighth chapter gives the system improvement comment and the next step work.
