The swift and violent development of information technology and network technology pours enormous vigor into education. Web-based education, i.e. the contemporary distance education, becomes an important research field of global education circle. Web-based education has a more perfect, individual and independent study way. However, the network's getting involved hinders this two-way exchange between learners and instructors, and the learners' questions cannot be settled effectively in good time. All this influences the quality of web-based education. So, how to realize the effective question answering is the key mission of web-based education, In addition, web-based question answering can also support the current activities of the tradition education. Whereas the real teaching needs, the author designs and develops the web-based teaching question answering system. The whole system regards learners as the centre firmly, integrates many kinds of present and popular mutual technology on network. It aims at erecting a bridge for a communication between teachers and students, and offering a currency question answering platform of network for the exchange and interactivity between students, which has good opening and portability.The thesis has six chapters. The first part is the preface, which introduces the purpose and significance of the research. The second part analyses and discusses the present patterns and the current state of the question answering system. Then the author puts forward the theoretical foundation. The third part describes the technological bases of the research from the technological angle. The fourth part describes the modules of the system as a whole and discusses the typical functional module, In the fifth part, the author introduces the implementing scheme of the key question and the user interface from the aspect of technology. In the last part, the author summarizes the content of the thesis and the whole writing course and puts forward some ideas for the follow-up work.
