With the development of national economic and modernization, The scale of networks, such as communication, electricity, water conservancy , coal gas , petroleum , railway , highway ,etc. is expanding constantly.The maintenance work becomes more and more important.It has became an important subject for the raising of maintenance level to supervise line patrol work reasonably by using modem information technology.Mobile locating line patrol system expounded in this paper adopts advanced GPSONE position locating technology based on CDMA2000 network.It can offer a real time position locating ability.It is an integrated system that includes GPSONE locating,WEBGIS,radio communication and database technolody.It has high integration information.GPSONE is the primary component of the patrol system. The administrator logs in the system through WEB page,and locate terminal user by L1 interface between patrol system and MPC,user's position will be displayed on electronic map of WEBGIS. The administrator can assess line patrol work by history track.There are eight parts in the whole paper as follows:Part one is summary, and development prospect of LBS.Part two includes current situation and disadvantage of line patrol system in our courntry,the background of this discussion,the main significance of the research.Part three compares three kinds of locating technology , such as GPS , GSM and AGPS, the reason of using AGPS technology is explained.Part four gives a detailed introduction of the principle that how GPONE works.Part five designs the structure of the patrol system.Part six compares different kinds of GIS,fmally WEBGIS method is choosen.Part seven introduces development course of the main program in detail.Part eight gives a whole sum-up and gets a view of the future development of some related technologies.This system utilizes advanced technology of modern communication and methodsof modules.lt combines AGPS locating technology and WEBGIS system effectively, reached the goal that the subject requires basically.
