As the practical requirement increasing and the related technology developing, the development of surveillance system can be divided into three stages: analog video surveillance, half digital video surveillance, and digital video surveillance. Now the intelligentization of the surveillance system and network based surveillance system are the orientations of development. In this paper, we summarized and analyzed the previous work, and discussed how to increase the compression rate of the monitored video in intelligent surveillance system.At the beginning, we narrated the history of the surveillance, analyzed some key problems in intelligent surveillance system such as multiple moving object detection and the applying features of the monitored video. In present surveillance, we do not distinguish the useful and useless information in the scene and treated them with equality. Thus much computation resource and storage space is wasted. In this paper, we proposed a method based on the motion detection for scalable compression of the surveillance video. After compared with and analyzed various motion detection technologies, we choose the adaptive background mixture models as the motion detection approach. Combining this method with morphological technology and contour-rectangle algorithm, we success in detecting and determining all moving object regions in the scene. And base on the moving object region recognition, we proposed a method for scalable compression of the surveillance video. We distinguish the useful information and useless information, compress the background picture with low quality and thus low bit rate, while preserving the useful information—the moving objection region—with no compression.As the experiment result indicates, our approach works efficiently. The adapt motion detection method can tolerate various background changes, finding the moving object region correctly. Compared with normal MPEG-4 video compression, the scalable video compression can further compress the monitored video data, while preserving the moving object information, In Addition, The video quality and required storage space or network bandwidth can be controlled in order to meet the practical requirement in this method. |
